PARA LOS HISPANOHABLANTES: yo tampoco entendía la campaña, pero después de investigar me gusta mucho.
Al parecer "fresh off the boat", aparte de su sentido lteral, es un término despectivo con que se designa a los inmigrantes recién llegados y que aún no conocen las costumbres del país. Por esta razón son presa fácil para estafadores y timadores. Espero haber ayudado.
