It's really funny to see a typo in the NAME OF YOUR CLIENT!!!!!!!!!!!! Guys, put some effort so when doing scam ads. If the clients name is a huge logo, at least try to spell it right in your copy.

perhaps they are trying to convey that lack of information make you puppet of those who hold information

Pretty bad ad from any point of view you look at it. Concept is irrelevant and art direction forced and cheesy. I am going trhough the nightmare of applying for a Green Card, and I don't feel any kind of empathy with this ad.
And guys if you work in a Hispanic agency please make sure you have a dictionary on your desk all the time. Nothing more offensive than seeing the language being treated so bad, by people who are supposed to have an impeccable command of it.
