It is "whom". Since it is referring to the object in the sentence - those killed.

congratulations to the entire team behind the campaign.
and knowing that this kind of work is triggered by a gem of a creative brief, may i ask the team members to consider showing it (the brief) to me. i'll, goes without saying, keep my mouth shut about it. i promise never to mention anything to anyone.
i'll be extremely grateful to you guys if you do share the brief with me.

the best anti-terrorism campaign i've seen in a while. maybe ogilvy indonesia should run this as well.

I think this campaign wanted to raise at least a doubt in the minds of youngsters who might be nurturing the idea of joining a terror organization, about the futility of religious violence.

The TG can include a whole range of people who might be tempted to support, encourage or assist terrorist groups. And that many of them were both well-qualified and well-settled with jobs in leading corporates and found their militancy through ideology rather than social or material deprivation.

donno why, but the artwork gives me a sense of hopelessness. i realize people being fanatic and mislead has a rootcause of ignorance and injustice. add the political motive and you get the recipe of terrorism.

actually, you don't need whom (or who) here. the line reads better without it. anyway the line clearly qualifies with the word 'those.'

anyway this is what grammarbook.com has to say on the subject of who and whom:

Rule. Use the he/him method to decide which word is correct.
he = who
him = whom

Examples: Who/Whom wrote the letter?
He wrote the letter. Therefore, who is correct.
For who/whom should I vote?
Should I vote for him? Therefore, whom is correct.
