The reality is, everyone in America gets a lunch break. So there's really no need for a decoy. Hours are 9-6pm. But everyone gets a lunch break. Sorry, doesn't work guys.

The main problem is everyone gets a lunch break, but rarely does anyone use it. I know this because I live here and I've worked in Canada which has the same problem. Bosses ask you to work through lunch, last minute emails come up, etc. I don't know anyone who works that leaves at 6pm sharp or gets the full hour to have lunch. So the insight is actually spot on.
