It is meant to read as a statement not a question. It is a statement written in rhetoric not exactly a question. And which "it" should be "eat". The grammar isn't really bad.

The Creative Director is either a non asian or a vegetarian...or both...

I'm not a fish expert but that's definitely 鮭刺し身 (Salmon Sashimi) in the picture...
...& one usually eat Salmon Sashimi with a pair of Chopsticks, not Fork, Spoon, Knife, Tongs etc~
