Have you ever considered that these were posters and not press ads. Maybe government departments have specific typefaces and weights that have to be used depending on what the medium or haven't you ever seen a styleguide before??? Posters need a big "CLUNKY" headline for obvious reasons.
I personnaly agree with you about these posters and think they are great,
however I just wanted to point out, it says it is a print ad at the top of the page, so its definately not a poster.
