in britain pancakes are seasoned with different things. ie. sugar, toffee, syrup, and commonly lemon juice.

Really? I've not heard that. A lemon could be a girl (Rhyming slang, Lemon curd = bird) or a bloke (Lemon squeezer = geezer), but not a "juicy chested woman"
But 1/2 lemons are sort of breast shaped so it's a visual pun.
And we have lemon juice and sugar on pancakes, on pancake day. So it works.
Oh, and pancakes aren't really a term to describe flat chested women, but there is a common phrase "Flat as a pancake" that can be applied to anything, erm, well, flat!
