The idea of fuel efficiency is not expressed by the visual at all.
And the copy is not good. 23% more fuel efficient than what? Plus the last sentence on each does not work - nor is it needed.
Rethink is Saturn's saying. They have been using it for a while. They should have done research before creating and printing this ad.
