Not really the same agency... it's hard to keep track of what every BBDO in every country is doing.
Also, their visuals are similar, but the message and reason for the visual are quite different.

The same creative device does not necessarily mean the same creative idea. Otherwise, there should be no award shows, since more or less, all creative devices have been used.
