I think it is related to the moon. Ramadan is one month before Muslim celebrate their new year. They judge their new year day by seeing the moon whether is in full or crescent.

The symbol of Ramadan is the crescent of the moon, the idea could be understood in muslim countries where VW is well established, though it works better for BMW and their lighs (angel eyes).
