What's superimposed on the moon:
a window shutter?
Is that a:
werewolf talon?
vampire fang?
Moon is full -- you turn to crazy werewolf.
If it's not -- you don't.
That's how Dynamic Light Assist System works -- it prevents you from the full (Moon?) intensity of light dazzling on you as an oncoming driver.

i feel there is a disconnect between the visual and the copy, and those two elements from the idea.

It's waaaaaaaaaay too complicated, too many steps missing, you can be lost at many points:
slim moon -> property: NOT full moon -> full moon property: werewolf go crazy -> oncoming drivers go crazy -> not full lights = oncoming drivers won't go crazy. Come on, this is a riddle for Indiana Jones or Robert Langdon.
Sorry but I think it fails =/
