I think they meant: Kids have never felt so safe in the streets.

If so, or if not so, it's still very weak and forced.

Good point, although I don't think you should look at it that way. There are a lot of ads you could criticize when analyzing on every detail. Like Toro suggested, I think they meant 'in the streets, not on the road'. But even then the kids were actually playing on the sidewalk...
