They're both kinda subtle, and I'm not sure who's the TG here?
The visual is nice, but it might be too chaotic. It takes a couple of seconds to understand it.
I like the copy in some way.

They're nothing alike.
The target fits the style of illustration.
That car park thing is interesting, but it isn't the first use of that stye and certainly isn't the last.
