This is a great approach to tourism advertising. And I personally love ads that go against the grain visually and don't look like "ads" but more like magazine editorial pages. The only problem with this piece is that it says nothing about the uniqueness of Melbourne and makes it look like just another city, which is the problem with almost all tourism ad campaigns.
When my eyes see artwork this busy, my hands turn to the next page.

If you didn't see on the bottom right corner, it states that this is 'Melbourne's Theatre District', not Melbourne itself. There is a lot to do in Melbourne, this advert only shows you the importance of theatre in this city.
Maybe before you make a comment, read the advert properly, because sadly, you have just made a fool of yourself.
And if you knew anything about Melbourne's theatre culture, you'd see that the advert works in that aspect.
