Why? The idea is based on the copy and (unfortunately) only on the copy. Take away the "colored smiles on people" play on words and you have nothing.
I really don't get what Chaplin has to do with any paint company, other than having been broadcasted in black and white. Can't really like it.

Nice written copy although I would've written 'painted' instead of colored. The brush looks like his mustache, that's nice.
Is it an ad? In my opinion, no. It could be a random poster posted on ffffound, or a facebook timeline picture, you know, maybe a t-shirt, a sticker. Not an ad.
