It shouldn't to be about the propaganda (the fresh blood to the work force), but if you are familiar with the nationalism in Sri Lanka, the campaign may not make sense here but it does to the local audience. Population control is a common theme when tagged with national pride, ie. is you love your country you will limit the amount of mouths "we as a country" have to feed.

it takes some work to understand the copy. It would be better if the benefits are put in a simpler sense (why the stability, why fresh blood to the workforce).
