They're waiting to be unwrapped when The Cosmopolitan opens on the 15th of December. How hard can it be to understand?
To Jack's point, the shrouding seen here is more often associated with the shutting down or desertion of estates and grand houses, not any kind of opening, beginning or renewal. It's cryptic, alright.
