This makes little sense to me...and is quite ugly to look at.
I think some explanatory copy on the ad would help...but not much.

The visual is wrong unless something deeper is being conveyed which is doubtful. If you want to show a beheaded dog, then go the distance. Cruelty to animals can be shown in better and subtler ways. However, the Pet-Puppet idea is a very good one although I agree with a lot of comments here about the need to leave it at just that without the cliche about cruelty to animals. Unfortunately your art people too couldn't do justice to a good idea.

Sooo... don't pick up dogs and beat other dogs picked up by other pet owners. We all love bloody Punch and Judy shows.
Simple. effective...much better than the bloody gory PETA ads.
Disagree. PETA ads are much more effective.
