The copy could be a bit better on this one. It's interesting that these are French ads in English. Does that mean they are primarily targeted at tourists and foreigners? You don't often see ads directly chastising tourists.

These are just translated. I saw them in french in the parisian subway...
They are translated for publicity purposes (e.g. award shows, etc), Jeff. And sometimes - actually very often - the translations are not good.
These posters are very interesting to look at. They criticize public very gently.
