I'm guessing you're not a dog owner.

why does this ad have a humorous tone. in my opinion, its a serious topic that should have been art directed similarly.

Personally, I don't have a problem with the tonality of this ad. It's a little jocular, sure, but I don't think it's inappropriate humor. It clearly illustrates the issue that many of us probably already know.
The word "tips" is being misinterpreted by some and it would have been perfectly fine with the old "more information."

I used to live in a very "canine-friendly(infested)" neighborhood. And they would just go haywire come fireworks season.

With their relatively new tagline (although, I thought it was "Dogs rule.") and their animal rights advocate stance, it's a well branded message that I think will resonate with the target.

Besides the relevance, it's same thought as soundproof glass campaign innit?

It could be an advert for dog laxatives instead.

The idea to modify the dimension of things that matter is so abused...Got sick of it.

Maybe tips to protect your dog. Tips on how to avoid the dog going crazy during the fireworks season. If you had a dog in such a situation, you know its a major issue.
