it says something like "garanta que el cabello sea la segunda cosa que el va a reparar en usted", which means "make sure your hair is the second thing he'll notice about you"
So what are they selling again? Fake boobs?
Really...why bother with copy? With Boobs like that no one's gonna even realise its an ad, much less a pseudo intelligent one...
looks more or less like an Breast Enhancement Ad, or an ad that says
" Bra for xxl "
He notices only one thing and hangs on to it, doesn't give a f*** about hair..
the text in the circle says something like: MAKING YOUR HAIR THE SECOND THING THEY WILL NOTICE ABOUT YOU
If you are trying to appeal to a woman's sense of humor, you don't do it from a 14 year old boy's perspective.

purely cultural concept:
- extra "hot latinos" only will see boobs, while latin girls will get it better
- correct, she´s not actually blonde (for brazilians maybe yes)
- this ad is absolutely a big no-no since it´s sexist and uses women as an object (again pretty common stereotype in latin cultures)
- this idea could never have been approved in Europe
