What on earth is the relevance to driving? The only thing it shows is what it says at first: 'alcohol impairs your judgement'. However suddenly there's 'don't drink and drive'. This would already be an unfunny non shocking drinking awareness ad with zero stopping power but at least I would've gotten that. But drinking and driving?

Drinking too much impairs your judgment, which can lead to you doing something embarrassing at best i.e. doing #2 in a toilet or having sex with a stranger, and something dangerous at worst, i.e. trying to drive and ending up in a fatal accident. I think that's the message of this ad.
It's a joke. Nothing more. Don't work for a public service message.

Now, now, most of you are being cruel, at the expense of someone. Why don't you just say a good ad is a good ad. Granted, the copy should have just read, "alcohol impairs your judgment" and stopped with that... But hey, that gave us a good laugh. And, what, a good laugh doesn't get the message across? You needn't be harsh when you don't have to. i think this is a good ad. driving has a lot to do with your judgement, and i think that this totally makes sense. As with the guy smirking, I think you would find it funny to if you were him.
