I think the problem is her expression, she doesn't look sufficiently horrified. And maybe she should be dressed even sexier than she already is which would add to the embarassment. Other than that the message is pretty clear. Obviously Nuts is a humor magazine, specializing in provocative humor. 'nuf said.
