hmmm flipping a coin will get you a random result. so you dont have the choice. i think the coin concept is misleading. its not like " you have the choice: drink and drive and go to jail or take a cap and only get a hangover." they should have just made a clean cut between those two sides...i like the art though
No, I don't think it's about flipping a coin or the notion of chance. I think it's based off the expression 'the flip side of the coin,' an expression meaning the alternative consequences of an action.

i think this ad is brilliant ! excellent portrayal of " every coin has two sides" drink and drive, and you end up in jail. great visual.

I get the idea but why use two coins? (if they use the coin this way in New Zeland no problem)

'heads or tails' or 'the other side of the coin' or 'two sides of the same coin' or any number of coin-like figures of speech impact the meaning.
