I hate to point out the obvious but you're asking a yes/no question.

Yes = No need of the service
No = What the hell are those squiggly things on the colored background?

- Commenting in all caps with poor spelling and grammar is so done before -

- The only thing more rare than a good ad is a good guest comment -

It doesn't even look like hebrew letters.
It looks like arabic ones.

The most lazy thing you could have done
is have a hebrew sentence meaning "do you speak english?" (its for hebrew speakers ryt)

and under it write the word Yes

Dude the Subhead is in Russian. This ad is for Rooskies. The Typography is probably a visualization of the accent.
Also the logo.....IN RUSSIAN.
If you bothered to look at the subhead and logo yu would've known that.

Looking at the continuity of the other ads the question is probably being posed to people of another ethnicity that can speak English.

The logo is in Russian and is translated into New York.
Although Hobo York would definitely make the brand stand out.

P.S THE SUBHEAD READS " Your English will be understood by the whole world"

It doesn't matter if it's been done before this is a good ad because it delivers its promise.
The target audience are probably 30+ that have moved to New York recently. They understand a bit of English or at least recognize English letters.
