Because Americans loove their retro layouts. In the US, if your target is of a mature demographic, the default is to go "retro". Default=not good.

The headline makes me laugh, good copy too but the layout looks like a page from the National Geographics.

good stuff. but the icons on top of each ads look more like fillers than an integral part of the layout.

Where are Mothers ads published? Can anyone tell me?

Also their old school layout would be part of their strategy - Mothers has been around since ads comprised this much copy. So it builds upon their brand image. Simple but effective, just like Mothers.
