This is Lego creativity, with pop-off hair masquerading as different ideas. I can only guess that the government of Ontario had never worked with an agency before so had nothing to compare with, just went with the most famous agency in the area; which gave the account to the junior team. The most interesting thing about this whole campaign is the question it raises: why would Grey submit this to AOTW under their own name?
