I think it's a decent concept, but there's no context to seal the deal, plus the execution is lacking.
I think this ad tries to reproduce the idea of nightvision . The underwear is hot so it can be seen. :))
They should have done it more "Predator Vision" and then it wouldn't be so bad...but then it would only really make sense to guys mostly. Is that who they're "targeting"..hmmm?

I agree with you about the target market thing.
Sad thing is... ads like this, seemingly "sexist" and targeted at men have worked on women for a long time.
Why? Because many woman (not all obviously) like to/want to appeal to men. It makes them feel good/sexy/attractive etc.
End of the day... sex sells.
Then you should try and change it.
