Maybe.. it means:

corruption that is welcome - people pay to go for seaworld for only 20 euro.. and it's fun (for people and the sea-animal..)

A sea party with people and sea creatures playing well together, from an environmental organization. I guess it's not too hard to understand. The headline probably meant pollution rather than corruption. Read that way, I guess it has a goodhearted goofiness that matches the illustration.
