The idea behind this ad is, that even the road seems empty people are still afraid of crossing it. Because the car is so fast it could appear from out of nowhere. Thats why the telescopes on the road.

I think it may have been more effective had it been a parent with her arm impeding the child from crossing right away.
this looks like shes waiting for someone thats really late.
