It had already won in 2005. Two points from the Grand Prix.
This is really old work. I've seen it a number of times, the first time when it was being touted as part of someone's Global Crisis report to the UN, and then later as part of a globally circulated email. It seems the agency has unashamedly lifted someone else's work and claimed it as their own.
