if this is not a magazine ad, it will not work outdoor. Nice idea on print.

I'm curious - why don't you think it will work outdoors? It makes for a perfect outdoor ad, where people will run over the drawings and think twice about children being out on the street. It puts drivers right in the middle of the ad, where it implicates them. I think that's the strongest part of the concept.
