Yes, it's very close, but the execution above is much better. In my opinion it's a step ahead from the one in the link (ok half step, but still).

People tied in clothes looks like first idea. On the other side, keep animals in cages looks much more smart and cool to me.

Not to take anything away from the ad you posted, but I feel that this execution is much better. Can every agency create a new and original concept for each account and job that comes in? That would be nice. However, I think some people simply need to realize that some ideas are "born again" or "re-imagined" rather than copied or done before.
