Maybe prefix the copy with: "Get more for less." I think the visual is better for a print campaign, though.

NO, THIS BILLBOARD USES MORE ENERGY. Cause it uses the energy of the 25 old lights AND the 2,500 LEDs.
They can't tell us about energy savings with much authority, wouldn't you say ?
