no, is not...in Colombian cities there are people from the rural areas forced to leave their homes because the war in the south of the country, and they came to cities and do this kind of stuffs in the streets for some coins.
and there is also people that is from the city, but they are poor and dont have a "real" job, so they make money doing these kind of things near the lights (Semaphores)in the street

I agree, the fire had been seen better at night.
Furthermore the juggler as well as the vehicle seem to have been added to the photograph, I mean it looks like a photomontage too much.
