No, in Colombia's big cities (because the lack of many jobs) some people go out in the streets to do what they can to make money, so some of them go and do juggling (for example) in front of a line of cars when there's red light (specting some coins from the viewers of course)... so for the audience (in this case colombians) it makes totally sense and IT'S NOT FORCED even a little bit.

no, is not...in Colombian cities there are people from the rural areas forced to leave their homes because the war in the south of the country, and they came to cities and do this kind of stuffs in the streets for some coins.

Furthermore the juggler as well as the vehicle seem to have been added to the photograph, I mean it looks like a photomontage too much.
