The ad promotes knowledge and education, hence the books.
The copy needs to make a connection with the visual here. In my opinion, "To grow strong" isn't adding anything to the message. Just get rid of it or change it. The can of "Spinach" in the corner is also confusing the message. It would be more clear if there were a green book in the corner or in his hand and his muscle was a normal looking Popeye muscle. Even then, not sure if it's that great. Cartoon characters and tattoos in the ad business are a lot like working with kids and animals in the acting business. You would do well just to avoid it.

If reading makes u stronger like Spinach to Popeye, the spinach can should have the Association's name on it instead of the headline, which could've been placed near the books' muscle.
All in all, good approach

I agree with dsklan: no copyright, easy and overused in so many messages, its use is ridiculous.
I haven't seen many popeye references in advertising at all. Despite that, this one seems to be saying there is strength in education/knowledge, but maybe not? bottom line, unclear.
I will never understand why advertising needs to be so obtuse. this is the product, this is what its for, this is what it can do for you. the end.
