Anti-Smoking Singapore

I'm not sure this is the right place for what I want to ask, but I'll try to express myself. I once read that in Singapore there are fewer smokers than anywhere else in the world. Is this true? I dream every day of a non-smoking world. I live in Moldova (Europe). Here in the capital, people smoke everywhere - even near universities, hospitals, churches. In parks and public gardens it is very difficult to find a place where no one smokes. I intend to write a letter to the mayor to suggest him some kind of anti-smoking strategy, but I can't think of anithing that could work. if there's anyone here who can gather some information about the way Singapore became a non-smoking city, please email it to me.

Sale of small packets (less than 20) are banned and cigarettes are taxed by sticks rather than weight, and so a smoke fix is relatively expensive - about SGD14 a packet. Smoking is banned in almost all public places (bus stops, pubs, outdoor food centres, etc.) and buildings are non-smoking and encouraged to designate a smoking area.

A free Quitline service is widely advertised and inversely tobacco advertising has been banned since the 1970s. Previously smoking on television was also prohibited but now it isn't as tightly enforced.

This is a very fitting image, as smoking does cause some seriously nasty breathe. I actually had to start smoking electronic cigarettes b/c mine was getting so rank. Much better now though. Cool image by the way...
