he's Khomeini, Iran's former leader. dead for 15+ years.
AFAIK he ran the country on strict religious terms (islamic, of course), started the Iraq - Iran war and declared Rushdie a heretic. I think he also revived the 'islamic holy war' but I'm not really sure about that.
