Of course. You know how IQ is created?
0 is the dumbest person within the group who did the test.
200 is the smartest person withing the group who did the test.
100 is the average person within the group.
So, there will certainly be a person who has 14 if the group is large enough. Although it will be very rare. The closer you get to 0 or to 200 the less people you will find.
Btw, this is why IQ220 for example doesn't make sense.
