Doesn't quite work but is worth looking at anyway.
I might be overthinking this, but many noise-cancelling devices use a sort of invert of the local ambient noise to cancel it out... a sort of reflection of the noise in your immediate environment.
So on that basis, this works perfectly.

This isn't cancelling noise. It's turning the volume down.
which is the same when You consider that You turn down volume of the city.
Would be valid if there was music included in the visual. Otherwise we're advertising slow earplugs.
