Not quite sure why it will take 3 weeks to get to the punchline of that headline.
Week 1 - It doesn't make sense.
Week 2 - It kinda makes sense if I'm driving slowly enough.
Week 3 - Oh I get it. They have beards.
How cool! I can imagine drivers passing this and thinking "Wait -- those werent there yesterday, were they?" Great way to grab second- and third-pass attention.

if the visual would be more dominant than the headline I'd believe people would notice the difference.
but this way after 3 weeks you just notice the same billboard and don't even look at it to get the idea.
so... waste of time and money.
you don't need week 1 and week 2. The third stands alone and is brilliant
It's not bad, but I think it could be improved. I would like it much better if it actually used the media more.
Use the fact that the billboard is exposed to the sun and elements and tie that in to the concept. They could 'tan' in the sun or use real plants to have a jungle actually grow around them, etc etc.
- Commenting in all caps with poor spelling and grammar is so done before -
- The only thing more rare than a good ad is a good guest comment -
take a vacation and leave the blades @ home...
