A tired concept.
Creates no impact at all. I imagine most people wouldn't pay any attention at all. And any who do read it would ignore the message (it's something they've heard a million times before and the ad gives them no more reason to believe it now).

Also, where would this ad be placed? Presumably on the side of a road near a railway crossing. The copy seems a little small to be read & understood in the few seconds it takes to drive past (and presumably those who it's aimed at will be driving even faster - trying to get over the crossing in time). Though perhaps its meant for crossings where traffic builds up...

The photography is pretty nice though.
