They're placed on the hard shoulders of motorways, so that the message reaches the right target audience (people with broken down cars). I like the thinking, but I must say people are likely to be pissed off or highly panicked at this point in time, and no form of advert, quirky or otherwise, is likely to improve their mood. In fact, I imagine it would do the opposite.
