It's not clear if the car is powering the lights or if the lights are powering the car.

I assume it's suggesting that the lights are powering the car; but lights don't supply electricity, they consume it. So that doesn't really make sense. And if the car is powering the lights, why are they plugged into the car's input? Doesn't make sense either.

But I also said that I didn't think you can plug things into a car's electricity input. If you can, then I think this ad is very clear. If you can't, then this billboard doesn't make any sense. It's a forced/complicated way of attempting to communicate something very simple.

Very quick idea: you have a wind turbine on the billboard and the car is plugged into it and the car's lights are running. That would actually make sense while still communicating that this car runs on electricity.
