As a diner I can't imagine ever sitting there enjoying a meal with one of these on my lap. I'd put it to the side. So for me, this is not effective.
I've also seen this sort of thing done better (not exactly the same, I know - but its helluva similar). When it's in a shopping context, it's less invasive and as a result, I think more effective.

Overt guilt trip strategy is too off putting for me and I would transfer that irritation to the restaurant. I'm there to eat, not feel like I've been set up.
