If you want to make something like this work then better make it big. This simply won't cut it.

I only see like 50 bowls. You need to place 999 bowls on the beach for this idea to work...
First, because it makes more sense, and second because it make the ambient bigger and hard to overlook.
And I wouldn't use signs in order to deliver the message, I would use printed bowls. Just in case someone wants to take one home.
