i´d say they did it with a handful of bank notes just for award documentation. otherwise they would have got in trouble with law. imagine everyone would use this media and all money gets messed up with advertisements ...
This was one of the most-awarded campaigns at the 2009 International Cannes Lion Festival, winning a Grand Prix in Outdoor and a slue of Gold and Silver in other categories.
Even if everyone doesn't notice, can you imagine how many hands a banknote passes through in it's lifetime?! Even if it is illegal, it'll only bring more coverage and publicity, which is the role of good ambient work - Job well done!

Dont know if it is award winning, but the client must be very satisfied. Low budget, high results I can bet.

it is as long as you dont manipulate it to show more value than it has or aslong as you leave the currency intact.
