Is it necessary?
We all know pets wont understand the message, so, is it a way to impress the humans?? Will it work?

totally.
also, say they do understand it, they're not the ones with the money.
why not just target the owners, they make all the buying decisions.
(except this one family i knew, they let the dog make all the purchasing decisions. their dog house is twice the size of their family house. it's sweet ass, plasma and everything...)
yuck! extremely dumb for the agency people to assume that the pets are receptive to 'advertising' of all things...especially tacky messages like "meow, rrrr, meow rrr".
Quite frankly, whatever!

Whilst I quite like this; from a marketing point of view, it's unexpected and would be distracting enough for this audience. I find the art direction and copy very typical for this type of ad. Could have been done a lot better but not a bad idea.

Saying 'done' without saying where, has been done to death.
