I think this is just a trick on the eye, as from far you will think you're looking at the real back seats of the bus. So, it's basically just catches your attention and hope to make you read the message as well.

I take your point Ivan but there is still a significant disconnect between the written word and the sweaty limbs. What's more the image itself neither implies consensual sex or a sex-positive image which helps in putting across a safe sex message. It could just as easily be interpreted as non-consensual.
