Campaign like this should be in full view, to be consider communication campaign.
Also about "you don't want to drink that.. do you?".. water in the fountain is clear and transparent: and you? would you like to go in a sewer to see a campaign?

I think this work is good. In Italy none work on this kind of adv: it's an innovative project for our market..BRAVO.
